Albany Police Chief James Tuffey was back before the Common Council on Monday to talk about the now infamous decals that police union members used to have on their car windows. His testimony, under oath, left more questions than answers.
The use of blue-and-yellow bull's-eye stickers, Mr. Tuffey now says, was his idea, back when he was the union president.
What was the point of them, then? To spare the police from accumulating parking tickets the way civilians might?
